This study will examine whether the conclusions reached by the National Commission for the Protection of Human Subjects of Biomedical and Behavioral Research in 1976 remain appropriate today. This examination will consider the impact of developments since that time in correctional systems and the societal perceptions of the balance between research burdens and potential benefits of research.
